Youth Promise for Peace: When youth and institutions meet
In a socio-political context marked by growing polarization and fragmentation, the project “Youth Promise for Peace” demonstrates how meaningful collaboration between young people and institutions can contribute to more inclusive and resilient societies. Implemented by Civic Alliance, the project connects youth from diverse ethnic, religious and regional backgrounds with relevant institutions across Montenegro, creating space for dialogue, cooperation and shared learning.
The initiative was designed through a structured sequence of activities combining outreach, capacity-building and policy engagement. It began with the establishment of the Youth, Peace and Security (YPS) Coalition as a sustainable platform bringing together civil society, institutions and young people. To ensure national relevance and inclusivity, the project team engaged stakeholders through visits to multiple municipalities, including Ulcinj, Podgorica, Nikšić, Rožaje and Pljevlja. These efforts were further formalized through memoranda of cooperation with partner institutions, strengthening commitment and long-term ownership.
Building on this foundation, the project created opportunities for youth empowerment and intercultural dialogue. Cultural exchange programmes connected high school students from the northern and southern regions of Montenegro (Plav - Herceg Novi), allowing participants to experience different local traditions while developing mutual understanding through joint activities and workshops.
The encounter of the two Schools of Political Studies from Montenegro and Bosnia and Herzegovina further enriched the project by creating a space for regional exchange on governance, democratic values and peacebuilding. In parallel, local dialogue meetings enabled direct interaction between youth and institutional representatives, encouraging open discussions on issues relevant to young people. The process concluded with the Youth Peace Forum, where key findings were presented and discussed. During the Forum, the policy paper titled “Strengthening meaningful youth participation in decision-making processes in Montenegro” was presented, outlining key recommendations for improving the position of young people. The event also featured a panel discussion with relevant stakeholders, including representatives of youth organizations, further fostering dialogue on advancing the Youth, Peace and Security agenda.
A key dimension of the project was its strong focus on inclusivity. Particular attention was given to engaging young people from underrepresented and vulnerable groups, including rural youth, ethnic and religious minorities, and NEET youth. By involving these groups, the project addressed structural barriers such as limited access to opportunities, social marginalization and the rise of hate speech.
The impact of the project extends beyond measurable outputs. It has contributed to deepened intercultural understanding, strengthened capacities for civic participation and laid the groundwork for sustained youth involvement in peacebuilding processes. Perhaps most significantly, it has encouraged young people to recognize their agency and responsibility in shaping more resilient and inclusive societies.
“Through my participation in this project I experienced the multiculturalism that surrounds me and realized how much we have in common, despite our differences. This project gave me the confidence to speak up and to be heard as a young voice” reflected one participant.
“Youth Promise for Peace” ultimately shows that when young people are provided with opportunities to voice their ideas, supported by trust and strong institutional backing, they become key drivers of positive social transformation and democratic strengthening.
